Back in January there was a similar issue being seen (since fixed) related to the users being logged into a phone with Standalone features being enabled.
That wouldn't happen to be the case for your folks experiencing the problem, would it?

On Friday and today we have received the below error on two separate PureCloud orgs intermittently. Is anyone else having this issue? We have a case raised with customer care.
"The initiator of the outbound call does not have the correct dialing privileges for the classification of the call being dialed"
