No. The Edge has to have constant communication with the cloud to function properly, from pairing through operation. The Edge needs to communicate with the cloud to pair, to receive configuration updates, to function as an IVR, to do ACD routing, and all of its other capabilities.
An Edge, once fully configured, can function with limited capabilities when the internet connection goes down, but you don't want that situation for long.
