I am not sure what it means to give permission's to users to access Transcripts and where would you go in admin to give this permission?

You would need to add the permissions to the user role in Admin > People and Permissions > Roles/Permissions

The Prerequisites on the Work with a voice transcript Resource Center article confirm what permissions and licenses are required to access transcripts
