Given we have concurrent licenses, we use the billableusage API to get our concurrency for the desired billing period from the max user count within each x.usages[#].resources collection. This is an important footnote though in case patience isn't a virtue. It technically should say "wait a few minutes, then keep retrying the same request over...and over..." 😄
