Sounds like an oversight with the survey flows.
I couldn't find anything in the Ideas portal either, so unless they recognize it as a bug, you may need to submit an idea for it.

Thank you for that. A detail that I left out of my original post is that I did try that, however the Voice Survey flow is auto generated when the Voice Survey form is published and any questions that are configured in the form get created as read only slots in the flow resulting in those slots not showing up in the drop down list of the Clear Slot action

Although I have not created a Survey Flow myself yet, it looks like it is the same as any other architect bot. You need to use the Clear Slot Action first, before asking the same question.

Slot filling in bots means if you already know the slot value you don't want to ask the customer for something you already know, so if slot value is set, don't ask. So if you want to re ask, clear the value.
