There is no specific permission that explicitly "enables" the What's in your mind? field.
That field is part of the user presence/status experience, and in Genesys Cloud all users are allowed to update their own presence status by design.
From a permissions standpoint:

Users implicitly have the ability to update their own presence, including the free-text status message.

This behavior is tied to the core presence capability and is not controlled by a removable or configurable permission.
For clarity:

presence:presence:update (self-scope) is effectively always available to end users.

people:user:edit is not required for this - that permission controls profile attributes (name, email, etc.), not presence messages.

There is no role, division, or permission that allows you to disable, hide, or restrict only the free-text "What's in your mind?" field.
So from a compliance perspective:

This feature cannot be restricted via permissions today.

Any control must be handled via policy, governance, monitoring, or predefined presence usage, not technical enforcement.
If compliance requires hard prevention of free-text presence messages, this would need to be raised as a Genesys Idea, as the current permission model does not support it.
