The basic answer to your initial question is, no, there is no way to modify the Prompts from the basic Admin interface in PureCloud. You have to either use Architect or write your own application (using Node.js or Python or Ruby or whatever) to do it (much easier to use Architect).

There's an SDK you can use to work with the flows. https://mypurecloud.github.io/purecloud-flow-scripting-api-sdk-javascript/
Use the Platform SDK to work with the prompts. The endpoint to upload a new .wav file for a prompt resource is not in either SDK, you have to write code to hit it yourself. There's a tutorial here: https://developer.mypurecloud.com/api/tutorials/upload-prompts/#nodejs
One last note: User prompts are snapshotted in a published call flow. If you upload a new .wav file for a prompt, you will need to check out & republish any call flows that use it.
