Hello,
Is there a way to identify individuals who are adding Agents to certain queues? I checked our Event Viewer and Audits and there is no records.

As far as i know you would need to log a call with support to find this out. We do not allow users to add people to queues as you get this situation. Supervisors are allowed to activate / deactivate users on queues.

That is my understanding as well, you have to submit an IT ticket.
