Your best option is to create a support case with Genesys Care so that they can ensure stats are not linked for the old and new user. From what I know, if you were to delete certain data for GDPR purposes for example, Genesys may delete or anonymise the data without giving your the option via APIs. So Genesys Care engineers may have the tools to fulfill your requirements and clarify any side effects.

Subject: Restoring Deleted user
All -
We have a situation where we deleted one Agent who left the organization one month back. His outlook 365 account has also been deleted from the system.
A new user with the same First and Last name joined the organization and his outlook account has been created with the same email ID.
As we have integrated with Okta and have to create Agent in Genesys with same domain ID, Genesys is not allowing us to create a new one rather it is asking to restore the deleted Agent.
We have tested in non-prod and if we restore the deleted user, the same User ID is getting restored along with it.
Does this means the stats associated with the old ID are also going to be restored ?
Also if we have deleted the Agent, why it is still staying in the system ?
What we can do so that only Agent ID restores and not the stats ?
