Is there any other way for an agent to use scripter other than through an interaction.

For example, just use data actions built into the scripter page without an interaction being presented to the agent,

Outside of the Agent Script you can trigger DataActions from Flows and Outbound Campaigns.
But outside of all that, they are usually just API calls, no reason you can't build an app or webservice that does the same thing as the DataAction, and that could be used outside of any interaction.
