In the release it says: Administrators can now allow users to suppress profile notifications through the notification preferences.

However, it seems there is no way to stop users from turning the notifications off.

Is there a plan to add a permission to limit this new ability?

I was looking and I am not seeing this being tied to any particular permissions. You may want to leave a comment on the Idea in our Product Ideas Lab to see if they can make any changes to this functionality.
