Yes, but that is only for inbound calls. consider scenarios like anonymous outbound calls, where there is no queue involved. In that case , do you have any solution please?

Is the Transcription in your Org enabled on a Queue level? If so, you can use the Queues (i.e. respective queueIds) in the segmentFilters with the enabled Voice Transcription.
