One of my colleagues contacted the Genesys Cloud customer care team and they have informed us there is a known issue which can cause this issue as well, please see the message below. Adding it to the thread for future knowledge.

There is a known issue that is resulting in some Architect flow imports failing and the UI error being received is "unable to get data necessary to validate the flow" as you have noted.
There is a fix already prepared to resolve this issue and I am waiting on confirmation for when the fix will be rolled out in each region.
I will update the case as soon as I have confirmation. Please do let me know if you have any questions in between.

When you say "Fails", do you mean won't import, or imports but then ahs loads of validation errors and can't be published? I am going to assume the latter.
Genesys Cloud internally users something called a GUID (Globally Unique Identity) to refer to everything from Interactions to users. If two ORGS have a queue with the same name, those will have different GUIDs. When you are looking at a queue, user, or whatever in the Admin interface, you will see the GUID in the URL - it's that long mess of hexadecimal characters! This is why you are able to rename these various entities without corrupting the system - the name isn't what is used internally.
When you export/import, this means that any references to queues etc. (even with the same names) will now be invalid. You just need to go through all the "red flags" and re-select the queues etc. (the queue will be displayed so you just open the drop-down menu and it will figure it out!)
This should fix your problem.

Hoping you can help me, I am getting the error message "unable to get data necessary to validate the flow" when trying to import an Inbound Call flow.
The inbound call flow was exported from one Org (a test org for the customer) and then imported to the main Org. However the import fails every time with the same error message. What am I missing?
