For the function "ToCommunicationSsml", it can only be used in common module, is there any way to unlock it for Inbound Callflow also? Or is there any other way for us to use SSML?

It can only be used in bot flows. Remember you can only do things in common modules that are allowed in all of the common module's supported flow types.
