I'm not sure who would be the right audience for this message, so I decided to post it here.

Agents need not only the Integrations > Action > Execute permission, but also Integrations > Action > View permission to use a script that contains an Action. The latter adds the Admin menu (submenu Integrations) to the agent desktop.
While some may feel this is a cosmetic issue, in my opinion the agent user interface should be free of extraneous clutter. The Execute permission should have the necessary rights to execute an action from a script. The View permission should be reserved to allow users to view the Action setup in the Admin>Integrations>Actions menu.

    Sven,

If you consider it a bug, you should open a support case and get it logged as such (realizing that Development may come back with "As Designed").

If you want Product Management to consider the change, enter it on the Ideas Lab site and see if you can get some backing with people voting for it.

Those are the best ways to try and get it changed.

If there's an idea out there for this, I'll wholeheartedly tag on. There are numerous places where Genesys has required the addition of a view permission that then grants that user rights to navigate the configuration of the system. Some would argue this is unneeded, confusing, frustrating, and a potential security issue. The divulging of system configuration individuals not authorized to see it simply to be able to pick a name from a drop down is one of the more poor design choices I've run across.
