Flows do need to be republished if they have not been created or published after Execution Data was turned on.

If the republish does not work, there are multiple levels of logging that you can turn on for execution Data. There is a default level set as a baseline for all flows, then you can increase the level for individual flows.

• Base: understand high-level user journeys through Architect actions and navigated menus, errors, and events.
• Notes: optimize Architect flows using variable values (includes the Base level).
• Verbose Notes: access conversation content with communication values (includes the Notes level).
• All: troubleshoot through action input and output values (includes the Verbose Notes level).

The flow you are looking at may be set at Base, so you will need to change the level per the instructions found at:
