Tough one. I believe you will have to give the Supervisor the following:
Directory User View
Routing Skill View
From what I read, those should allow access to the users and the skills. You should probably use a separate Role and assign only these then add that to the supervisor.

Hello,
We are looking at providing more transparency in our organization to our leaders, particularly around skills. We know they can find the skills listed in several places in workspaces, however these do not show the star rating or priority of the assigned skills. We would like to open the admin>people menu to our supervisors in a view only access so they can see the priority for their agents. We are having trouble getting the permissions working though. We can give them full access, but setting those same permissions to view are blocking the people menu from showing at all.
Does anyone know of a specific permission configuration we can use to provide them with view only access?
