Has there been anything else on this matter?
I see the default voicemail may be division aware? Could there be a division specific flow?
Also could modify this section of the default somehow?

That is the crux of the matter. There is only one voicemail flow for the entire ORG and not a lot of easy customization points. I put some ideas up a year or so ago about voicemail flow.

Try following this article: Replace the built-in voicemail system greeting with blank audio - Genesys Cloud Resource Center (mypurecloud.com)
It means editing the Voicemail Flow, which is a chore in itself.
