You can setup custom roles within PureCloud, e.g. you could have a Developer Role where you define the permissions that developers should have. Each role will be associated with a PureCloud license type, either Communicate or your PureCloud level. You can see the license type for each role through Admin / People & Permissions / Roles / Permissions.
