Hi Mostafa,
Users configured (except for Wallboard accounts) do not incur a charge. Communicate users are named and charged if they log in during the billing period. Cloud 1,2,3 users are Named, Concurrent or Hourly and only affect your bill if they log in during the billing period based on their models.
I suggest checking the billing FAQ. If you have contracted pre-pay then you will pay overage once you go beyond your pre-paid quantity.

Based on the discussions I had with my AE there are not, but depending on how your agreement is structured "overage" of agent counts gets very expensive. Make sure you talk to you AE.
