The permission you are looking for is Quality > Evaluation > Assign. 

Some additional permission that might be relevant are  

Quality > Evaluation > Edit or Quality > Evaluation >Edit score (If the assignee needs to revise the scores)

and 

Quality > Evaluation > Decline (If the assignee needs to handle disputes)

Make sure when you set up the permissions for your divisions, you grant the Quality > Evaluation > Assign permission to the roles that need to perform the reassignment of evaluations.
