Hi All, 

Do I need an SMS Outbound number for WhatsApp Outbound Message to send in behalf of the queue?

No.  Outbound SMS and WhatsApp are two different mechanisms.  Once you have WhatsApp setup, you designate that in the Messaging tab of the queue and that address will be used.
