It wouldn't be simple, since there is no direct tie between Outbound On Behalf of Queue and the Outbound campaign.
Just hypothesizing, since I haven't tried setting it up...but you could probably create a Trigger based on the v2.detail.events.conversation.{id}.acw topic which runs a workflow that has to use a Data Action to do a contactlist API query to find the associated contact in a contact list and then another Data Action to update that contact to be uncallable...or something like that

1. If a number is mapped to number/contact uncallable in wrap up code mappings, the number shouldnt be called even during manual outbound dial using queue.
2. In the same way if the number if manual dialed via queue and a wrap up is mapped to number/contact uncallable in wrap up code mapping, the call shouldn't be able to be dialled via campaign.
Is there a way to achieve it.
