It wouldn't be simple, since there is no direct tie between Outbound On Behalf of Queue and the Outbound campaign.
Just hypothesizing, since I haven't tried setting it up...but you could probably create a Trigger based on the v2.detail.events.conversation.{id}.acw topic which runs a workflow that has to use a Data Action to do a contactlist API query to find the associated contact in a contact list and then another Data Action to update that contact to be uncallable...or something like that
