I have left feedback on the document to clarify as I believe that it is incorrect in the example. I think the 18 seconds should be classed as two 15 second increments, that would be $0.03 and therefore the total cost should be $0.045 for the example. I will update here when I hear back from them as to why the calculation is correct or if they will amend the article
