at the moment, as you have seen, there is not an Agent specific report for tracking hours other than viewing their schedule and manually tallying the hours.
There is a similar Idea in the Product Ideas Lab, DARAR-I-1556, an agent version of this might cover your requirement. Please take a look, vote and comment on the idea as it all helps us when we review future road map items.
At the moment Location can be set within the Directory/User profile but it is not picked up or used by Workforce Management. There are several ideas that have been raised around Working from home in the Product Ideas Lab:
