Anything that is dialed outbound has to match a Number Plan, so the system knows which Outbound Route to use. No exceptions.
If you want people to be able to dial anything they want, create a number plan of the Match Expression type, put it at the very bottom of the list, and make the expression
.* which matches anything dialed.
