You need to follow the prompt in the screen as you see above, and create an External Source for all of your CSV Bulk imports.
Click on the Go to External Source Page, create a new source. Then come back here, the template sheet will be available after that step.

Important Timeline:
- The current CSV bulk import experience will remain available for 60 days after the new feature's general availability. Following this 60-day period, the old import process will be retired.
We are targeting an early October release for these updates, though this timeline is subject to change. To stay informed, please "follow" this post for the latest updates. The Resource Center Announcement will also be continuously updated with any new information.
