Hi Stacey,
You would need to add the permission to the the agents role or create a custom role with that permissions if you only want to assign it to specific agents

Do you mean dashboards in the Analytics Workspace?
They need the permission: analytics:dashboard:view and the depending on what is being displayed in the dashboard, they may need more permissions. More details are available here Performance Dashboards overview
