Back in June when I was at the conference, they told me that they are planning to release a feature that enabling us using data action in pre call rules, so we can check against our own database before dialing the number, they told me this feature is going to be released in couple weeks, I was just wondering whether this feature has been released or not,

It is! See the "Data Action" section of Add a call rule and Use a rule to evaluate information from a data action in the Resource Center.
