On a Decision box in the Architect Call flow what agent status counts?  What if all agents are on a call are they counted? 

That looks like a question for your Architect flow designer.  What is populating that Counts variable?

Task.Counts isn't a unique system variable, it is something your Flow designer has created. We would need to know what Task.Counts is, I'm guessing it gets assigned by a DataAction, that is calling an analytics API or routing queue member api, but then will depend what parameters are being passed in.

So it might count agent on calls (interacting) it might not, just depends on what it is fetching.
