Got ya. So, why are the records that have been dialed already being uploaded again?
I would assume if business is doing this manually, they are exporting the list, manipulating data and importing back again? If so, why would they not remove the already dialed records from the list before uploading back?

Currently using Phone Number column as Unique Identifier, which is appending (overwriting) as you said. But ideally as business would have a lot of data and its manual upload. Any number that they have already called, they don't want to get it updated.

What are you using as Unique Identifier? It will append a record if the record exists in the contact list and something has changed to that record (given the identifier matches)
Where are the leads with the same phone number coming from? It is the same address? Something else that makes them unique even if they have the same phone number?
