I have had experience with this. The Genesys Team explained that the problem is that you cannot use that address (the default GCV address) with e911, so it will not show as verified. And, yes, the verification changed after I attempted to edit it.
The solution is to purchase a DID through GCV or your carrier, create a location with an address that can be verified (i.e., that can be used for e911), and associate the DID with that location. Then check the box to use that Location with you Site(s).
If you do have a street address that you know is a "real" location and it is not showing as verified then, I think, even if you are using BYOC, you would need to contact GCV support. The instructions are here: https://help.mypurecloud.com/articles/genesys-cloud-voice-support/
If an address is not verified then you won't be able to use that location with sites.
So, if all of your Sites are linked to Locations that are verified then you shouldn't have any problems placing calls. Hope that helps.

Thanks for the reply. Yes, I think the phone number was edited and changed back. That's probably what did it. GC will probably have to force activation. But do not think it matters as org is using BYOC.
