You have Division control and you can have roles with specific access controls for queues et al, but not to the level you want. Anyone in a division, can only see queues, users, flows, WFM in their division, but there is no super account above divisions. To see different divisions, you have to be members of those different divisions.
In your case, you would have to have A1, A2, B, and C divisions and assign A people to both A1 and A2.
Now, the directory view is a bit different. You will need to need to have a role that is for directory view and then assign the division for that role to specific divisions. It gets tricky with this configuration.
