Can you create 2 accounts (keys)? I don't know very well of Google Cloud.
You can rotate the accounts to occupy space unavailable (Every 6 days or 5 you change for another account - before expires.)

Maybe I didn`t describe my situation clear enough and that is why there aren`t any ideas and comments. So I will try again:
We use Integrations with Google Cloud for different purposes. A week ago I tried to make a new one, in order to use Dialogflow for our Bots. Then I found out however, that a new for me organization policy is implemented, vorbidding creation of Keys for Google Service Accounts. The only exception is possible via key rotation, as it is described here:

The period of rotation in our company is fixed on 7 days. What should do I in this case? Am I the first one with such an issue?
