Yes, there is a lot of installation and configuration that needs to be done to set up the integration between Genesys Cloud and ServiceNow...just having the license does nothing.

Under Overview you'll see a link for the Requirements and other vital notes
Then
Set up the integration in ServiceNow
Set up the integration in Genesys Cloud
Configure interaction handling in ServiceNow
and
Agent experience in ServiceNow
Each section needs to be completed in sequence for the agent to finally be able to log into Genesys Cloud from ServiceNow and handle calls through the ServiceNow side
