There isn't anything native to do this Surat but a few people here have made suggestions around using triggers to control whether people can call NOT on behalf of queues. This may be a case of a trigger on the conversation start checking what the queue is, taking that queue and checking against a schedule, then acting accordingly (let the call proceed or hang it up). The problem as others have pointed out is all of this doesn't happen fast enough to stop the remote person potentially hearing the first few rings.
There are a few other ideas around controlling people being able to call/transfer to queues when those queues are closed potentially by associating a schedule with the queue on the queue config pages. This may well be an extension of those ideas or you may need to raise this scenario as a new one in the ideas portal.
