The ability to record internal calls, at least from the point of view of consult scenarios, I believe is on the roadmap for within the next 2 months.
Regarding chat attachments, have a talk to your Genesys partner as it may just be that they've turned that off at the organisation level.

While that URL implies it's for internal chats, it does say further down the page it's for webchats as well. In my orgs I have it turned off anyway for security purposes as chat attachments aren't scanned.
