Does Genesys Cloud provide 'Internal Chat' API like the screen you added?
- Can I create personal rooms through Genesys Cloud api?
- Can I send a Direct Message through Genesys Cloud api?

Hello,
No, at this time, there is no API for internal Chat (to send and receive messages, to create groups).
What is possible at this time is to post messages to a Chat Group leveraging the webhook integration (one way - send only). See About webhook integrations and on Dev Center.
