That is specifically the message that indicates you have exceeded 5 connections to PureCloud for that specific OAuth User ID.
I can't say why that is happening (only thing that comes to mind is if multiple people use the same Admin account to do work on different machines?), and the direction from Dev was to send in the User ID for that session and a time frame of when it happened, and they can look up how many connections that user had at the time.
PM me with a User ID and time, and I can have it checked out.
The user id can be found in the console when you log in by searching for a section that looks like:

Or click Performance > Agents, scroll down, click on the User, and the ID will be in the URL in the address bar of the browser.

But if you do that you loose all your work, really frustrating and annoying when trying to create scripts and this appears. Happened to a few other managers in my org yesterday but now its happening to a few more.
Only have 1 window instance open for purecloud so don't see how its not connected when i have full connection and working remotely, so my org network isnt to blame
