From all I read on 802.1x with Polycom phones, the enabling should cause the phone to reboot, and all indications are that the phone requires a reboot. I could not find any good list showing what requires a reboot on a Polycom phone. Maybe you can ask Poly about this.

Subject: Phone Base Setting Custom Config Files
Hi
We have recently added a custom file location to enable phones to download a new 802.1x certificate, all phones toddled off and downloaded the cert with no issues.
Is this expected behaviour with no reboot required? Could someone far more intelligent than me please explain the whole Provisioning/firmware update/custom file process please including what requires a re-boot and what doesn't.
Kind Regards
