Can we easily query a queue for callbacks and/or check if a callback to a certain phone number exists?

Yep, you can use POST /api/v2/analytics/conversations/details/query with a segment filter for queue id and media type of callback. Then iterate through the results and inspect the callbackNumbers property on the participant segment.
