Posting here as well as your other post...
You say Queues Activity Summary in the title... the Summary view only shows Routing Status, it does not show System Status.
For the Secondary Status you have to drill down to a specific Queue Activity Detail view and (as Rihab says) enable the Show Secondary Status in the Activity view or look at the Agents tab (you'll probably have to add the Secondary Status column, as I don't think it is displayed by default)
