You say Queues Activity Summary in the title... the Summary view only shows Routing Status, it does not show System Status.
For the Secondary Status you have to drill down to a specific Queue Activity Detail view and (as mentioned in your other post) enable the Show Secondary Status in the Activity view or look at the Agents tab (you'll probably have to add the Secondary Status column, as I don't think it is displayed by default)
