I was wondering if there is a way to have a campaign auto-recycle once it reaches the end of the leads.

According to this documentation it does not look like this is possible. If you would like to submit a feature enhancement request for this you can here.

Have you looked at Campaign rules under Rule Management?  You can have campaigns recycle when they meet certain parameters and you have different actions that can be performed, including Recycle.   So, for your instance, you would check for Campaign Progress reaches 100 or 90%, you would recycle the campaign.
