Unfortunately there is no way to do this outside of Divisions at this time, but here is a link to an idea regarding this:

The closest thing we've found if you can't separate into Divisions is restricting recording access via permission conditions. For recording views you are able to select specific Users, Queues, etc... that the person assigned the role can see.

Unfortunately monitoring does not have these conditions. Within an interaction audit trail you are at least able to see who has accessed or monitored a call.

Is there a way to restrict users with supervisor permissions from viewing and monitoring queues that are not their responsibility. A supervisor can go to Performance Interactions and see all interactions and monitor from queues that they are not responsible for. I know we can create Divisions but within a division be able to create a greater granularity in restricting what an supervisor can see and monitor. Thanks
