Im thinking you might be able to do this using our notifications. But as far as out of the box Exporting/Downloading is the way.
I would be interested in seeing what the rest of the community has to offer though on this.

Does anyone know of a way to view or be alerted when a dialer rule blocks a record?
Outside of Export/Downloading or clicking Edit Contacts I dont see any other way to view these instances.
The Event Viewer also works but theres no way to easily pull the info.
Appreciate any recommendations on this.
