I solved the problem with an alert-email to a genesys-email-address that starts a e-mail flow. In that you can check for opening hours. I then started a workflow via Data Action that sends notifcation-emails to all relevant colleagues. (I use this workaround because I had no agentless-email-domain configured).
Its not a simple solution but it works for me.
If your usecase bases on trigger-able metrics, you could use triggers and skip the part with the e-mail.
