I am trying to use /api/v2/conversations/calls/a791a7d9-97a4-415e-9657-0ca295b5078c/participants/d8817be2-6c33-45a6-9931-5c073a255ec3/replace with "address":"sip:robert@localhost" to transfer a caller to a flow with a data action. It shows accepted, but does not transfer. Anyone have any idea why not?

As far as I know it isn't possible to manipulate calls with Data Actions. Generally calls can only be picked up / transferred / disconnected from a participant in the call. Data Actions use a PureCloud Client Credential which does not have a user context, so are never a participant in any call.
Here are a couple of related ideas to this limitation that you could vote up and comment on. If neither of these address your issue feel free to create a new idea for your use case.
