I had the exact same issue when I was trying to enroll for the certification exam. In my case, the "Enroll" option was not showing (only the "View Study Guide" link was available), even though I had already completed the required courses.
To resolve it, I sent an email to beyond@genesys.com. They checked my account and found there was an issue with a previous exam enrollment on my profile. After they fixed it, I was able to go back to the course catalog, enroll in the certification exam normally, and then receive the voucher code.
So I would recommend reaching out to Genesys (via that email) and asking them to verify your enrollment status. Once everything is corrected, the enroll option should appear and the voucher will be sent after enrollment.
