That makes sense. Even though the form ID changes with each new version, we can keep the same evaluation form name and effectively use the name as a logical identifier.
By keeping a consistent naming standard, it becomes much easier to match and aggregate results in reports, regardless of the underlying versioning behavior.

I believe this is due to the system seeing it as a new version of the evaluation form when its published, even if it is only a name change as the evaluation forms have versioning. It might be a good question for the WEM Community experts to confirm this, so I will move it over there
